As part of measures announced in the third meeting of the Central Accident Management Headquarters on the Hwaseong Arisel Factory Fire Accident in August, the Ministry of Justice has introduced a "Basic Safety and Health Education" course into the "Immigrant Social Integration Program" starting in September. This is aimed at filling safety gaps by providing safety education to foreign residents eligible for employment beyond the current mandatory occupational safety education scope, which only includes those under the Employment Permit System (E-9 visa).

The main participants for this education are overseas Koreans (F-4), marriage immigrants (F-6), non-Employment Permit System foreign workers (e.g., E-7), permanent residents (F-5), residents (F-2), and international students (D-2).

The education content includes:

- Emergency response and evacuation procedures in case of incidents like fire,

- Case studies on industrial safety accidents involving foreign workers,

- Manuals on wearing protective equipment and other safety gear.

The education is organized in such a way that the Ministry of Justice collects educational needs through Social Integration Program operating agencies nationwide and sets up an operating plan, including the schedule. Then, the Ministry of Employment and Labor (Korea Occupational Safety and Health Agency) provides professional instructors and teaching materials according to the schedule.

Furthermore, the Ministry of Justice plans to secure a budget to add industrial safety education and crime prevention education to the "Early Adaptation Program for Immigrants" from 2025, increasing the education time from 3 hours to 5 hours to further enhance safety education for immigrants.

The Early Adaptation Program provides basic legal information, public order, and essential living information in the native languages of foreign nationals in their early stages of settlement to help them integrate into Korean society smoothly. It is operated by the Immigration Policy Research Institute (1st Support Group) and the Korea Immigration Foundation (2nd Support Group).

The Ministry of Justice is also considering partially charging fees for the Social Integration Program to meet the growing demand for education and increase participants' responsibility and the effectiveness of the education.

주 교육 대상은 재외동포(F-4), 결혼이민자(F-6), 비(非)고용허가제 외국인력(E-7 등), 영주권자(F-5), 거주(F-2), 외국인 유학생(D-2) 등이다.

교육 내용은 ▲화재사고 등 비상시 대응·대피 요령, ▲외국인 근로자 산업안전 사고 사례, ▲보호구 등 안전장비 착용 매뉴얼 등이다.

교육 방식은 법무부가 전국의 사회통합프로그램 운영기관을 통해 교육 수요를 취합하고 교육 일정 등 운영계획을 수립하면, 교육 일정에 맞춰 고용노동부(산업안전보건공단)에서 전문강사와 교재를 지원하는 형식이다.

또한, 법무부는 예산을 확보하여 ’25년부터는 ‘이민자 조기적응프로그램’에도 산업안전교육, 범죄예방교육을 추가하고, 교육시간(3시간→5시간)을 늘리는 등 이민자 관련 안전교육에 더욱 힘쓸 예정이다.

조기적응프로그램은 입국 초기의 외국인이 안정적으로 우리 사회에 정착할 수 있도록 해당 외국인의 사용 언어별로 기초법·질서, 필수 생활정보 등을 제공하는 교육으로, 운영기관으로 이민정책연구원(제1지원단)과 한국이민재단(제2지원단)이 있다.

법무부는 사회통합프로그램 교육 증가 수요에 부응하고 참여자의 책임성 및 교육의 효과성을 높이기 위해 사회통합프로그램 교육비용 일부를 유료화하는 방안도 추진하고 있다.
