The Ministry of Justice has announced the implementation of an "Electronic Entry Declaration" system, allowing foreign travelers entering South Korea to submit their entry declaration forms online.

Previously, foreign nationals entering South Korea were required to manually complete a paper-based entry declaration form either onboard the aircraft or at the airport and submit it directly to an immigration officer.

Immigration officers had to verify the submitted forms manually and scan them one by one during entry procedures, leading to prolonged immigration processing times.

To address these inefficiencies, the Ministry of Justice developed the electronic entry declaration system last year, established the necessary legal framework, and has now officially launched the service.

The electronic entry declaration applies primarily to foreign travelers entering South Korea for short-term stays of up to 90 days, such as tourists. Foreign nationals entering the country for long-term stays must also submit an entry declaration at the airport if they have not yet completed their foreigner registration in Korea.

However, certain groups are exempt from submitting entry declarations, including holders of a valid Korea Electronic Travel Authorization (K-ETA), foreigners who have already completed their registration in Korea, holders of group (electronic) visas, and airline crew members.

Foreign visitors can complete and submit the electronic entry declaration through the designated website via PC or smartphone from three days before their arrival until just before undergoing immigration inspection.

For example, travelers arriving on March 31 can submit their declaration anytime between March 29 and March 31 before going through immigration. However, if they fail to enter the country within 72 hours of submission, the declaration will become invalid.

The electronic entry declaration website is available in multiple languages, including English, Chinese, Japanese, Thai, Vietnamese, and Russian. Once submitted, travelers will receive a confirmation email containing their electronic entry declaration number and expiration details.

To minimize confusion during the initial implementation phase, the Ministry of Justice will continue to allow paper-based entry declarations throughout this year.

A ministry official stated, "By allowing travelers to submit entry declarations online in advance, we can reduce the need for on-site form completion, shorten immigration processing times, and alleviate congestion at airports, ultimately enhancing South Korea’s appeal to foreign tourists."

Additionally, they emphasized that "since entry declaration details will be digitally recorded and collected, the system will improve data accuracy, enhance operational efficiency, and contribute to a more systematic approach to foreign visitor management, ultimately strengthening border security."

법무부는 대한민국에 입국하려는외국인이 제출하는 입국신고서를 온라인(전자) 방식으로 제출할 수 있도록 하는 ‘전자입국 신고’ 제도를 시행한다고 밝혔다.

그동안 국내에 입국하려는 외국인은 종이로 된 입국신고서를 기내나 공항에서 수기로 작성해 입국심사관에게 직접 제출해야 했다.

입국심사관은 제출받은 입국신고서의 기재 사항을 확인하고, 입국심사 시 일일이 직접 스캔해야 하는 등 입국심사 시간이 길어지는 불편이 있었다.

이에 법무부는 지난해부터 전자입국 신고 시스템을 개발하고, 법적 근거를 마련해 이날부터 본격 시행하기로 했다.

입국신고 대상은 주로 관광객 등 우리나라에 90일 이하 단기 체류 목적으로 입국하는 외국인이 대상이다. 그밖에 장기체류 목적으로 입국하는 외국인도 아직 국내에서 외국인등록을 마치지 않은 상태라면 공항에서 입국신고가 필요하다.

유효한 전자여행허가(K-ETA) 허가서 소지자, 국내 외국인 등록을 마친 외국인, 단체(전자) 사증 소지자, 항공기 승무원 등은 입국신고서를 제출하지 않아도 된다.

전자입국 신고서는 PC 또는 스마트폰에서 전자입국 신고 홈페이지에 접속해 대한민국 도착 3일 전부터 입국심사를 받기 전까지 작성·제출할 수 있다.

예를들면 3월31일에 도착하는 경우 3월29일부터 31일 입국 심사 전까지 신고서를 낼 수 있다. 제출 후 72시간 이내에 입국하지 않으면 신고서는 무효 처리된다.

전자입국 신고 홈페이지는 영어, 중국어, 일본어, 태국어, 베트남어, 러시아어 버전으로 운영 중이다. 신고서 제출자에게는 전자입국 신고서 발급번호와 만료일시가 기재된 이메일이 전송된다.

법무부는 제도 시행 초기 입국자의 혼란을 최소화하기 위해 올해에는 종이로 된 입국신고서를 병행해 운영할 예정이다.

법무부 관계자는 "입국신고서를 온라인으로 사전 제출하게 되면 입국장에서의 신고서 작성이 필요하지 않아 입국심사 대기시간이 감소하고, 공항 혼잡도도 완화돼 외국인 관광객 유치 확대가 기대된다"고 말했다.

이어 "신고 내용이 전자적으로 입력되고 수집되므로 정보의 정확도 및 업무의 효율성을 높일 수 있을 것"이라며 "외국인 입국자 정보를 보다 체계적으로 관리할 수 있어 안전한 국경관리에도 기여할 것으로 기대된다"고 덧붙였다.
