The Ministry of Food and Drug Safety announced that it conducted planned inspections of 45 overseas direct-purchase food products with high consumer interest—sold on Amazon, eBay, and other overseas online marketplaces—and found ingredients subject to domestic import blockade in 22 products, taking measures to block their entry.

In this inspection, to prevent consumer harm in advance among those interested in improving chronic conditions such as hypertension, hyperlipidemia, and diabetes, a total of 45 products claiming efficacy for hypertension treatment/relief (15 products), hyperlipidemia treatment/relief (15 products), and diabetes treatment/relief (15 products) were selected as inspection targets.

The testing items applied 90 substances related to blood-pressure control and blood-sugar reduction, and labels were also checked for any of the 296 raw materials or ingredients subject to import blockade.

As a result of the inspection, although no blood-pressure-regulating or blood-sugar-lowering substances were detected, it was confirmed that ingredients subject to import blockade were listed on products claiming efficacy for hypertension treatment/relief (5 products), hyperlipidemia treatment/relief (8 products), and diabetes treatment/relief (9 products).

Among products claiming efficacy for hypertension treatment/relief, the unauthorized food ingredients Buchu leaf (3 cases), Andrographis (1 case), Arjuna (1 case), Rauwolfia (1 case), and the pharmaceutical ingredient L-Citrulline (1 case) were identified.

Buchu leaf can irritate the stomach and kidneys and may induce miscarriage, while L-Citrulline—a pharmaceutical ingredient used as an adjunctive treatment for chronic fatigue syndrome—can cause heartburn, so caution is required.

Among products claiming efficacy for hyperlipidemia treatment/relief, the pharmaceutical ingredients Horse Chestnut (6 cases), L-Citrulline (2 cases), Muira Puama (1 case), the unauthorized food ingredient White Willow (1 case), and animal-derived gelatin (2 cases) were identified.

Horse Chestnut extract is used pharmaceutically for vascular strengthening and can cause dizziness, gastrointestinal upset, headaches, and itching; White Willow may induce gastrointestinal bleeding, kidney damage, or anaphylaxis in individuals allergic to aspirin, so caution is required.

Among products claiming efficacy for diabetes treatment/relief, the unauthorized food ingredients Gymnema (9 cases) and Andrographis (1 case), the pharmaceutical ingredient Guggul (5 cases), and animal-derived gelatin (1 case) were identified.

Gymnema may trigger drug-induced hepatitis and, when used with insulin, can lead to excessively low blood sugar, while Guggul—a pharmaceutical ingredient used as an adjunctive treatment for chronic fatigue syndrome—can cause gastrointestinal distress, nausea, vomiting, diarrhea, rash, and itching as side effects.

The MFDS collaborated with relevant agencies—requesting the Korea Customs Service to withhold customs clearance and the Korea Communications Standards Commission to block access to offending online sales sites—to ensure these products are not imported or sold domestically.

Additionally, to help consumers directly identify these products, information including product names, manufacturers, hazardous ingredients, and photos has been posted on the “Overseas Direct-Purchase Foods Guide” portal.

이번 검사는 고혈압, 고지혈증, 당뇨병 등 만성질환 개선에 관심이 많은 소비자의 피해를 사전에 예방하기 위해 ▲고혈압 치료·완화(15개) ▲고지혈증 치료·완화(15개) ▲당뇨병 치료·완화(15개) 효능·효과 표방 제품 총 45개를 검사대상으로 선정했다.

검사항목은 혈압조절, 혈당강하 관련 성분 90종을 선별 적용했으며, 제품에 국내 반입차단 대상 원료‧성분(296종)이 표시되어 있는지도 함께 확인했다.

검사결과 혈압조절, 혈당강하 관련 성분이 검출되지는 않았으나, 고혈압 치료·완화(5개) ,고지혈증 치료·완화(8개) ,당뇨병 치료·완화(9개) 효능·효과 표방 제품에 국내 반입차단 대상 원료‧성분이 표시된 것으로 확인됐다.

고혈압 치료·완화 효과 표방 제품에서는 식품에 사용할 수 없는 ‘부추잎(Buchu leaf, 3건)’, ‘천심련(Andrographis, 1건)’, ‘아르주나(Arjuna, 1건)’, ‘인도사목(Rauwolfia, 1건)’과 의약품 성분인 ‘시트룰린(L-Citrulline, 1건)’이 확인됐다.

‘부추잎’은 위와 신장에 자극을 줄 수 있고 낙태 등을 유발할 수 있으며, ‘시트룰린’은 피로‧무기력이 지속되는 기능 무력증의 보조치료 등에 사용되는 의약품 성분으로 속쓰림을 일으킬 수 있어 주의가 필요하다.

고지혈증 치료·완화 효과 표방 제품에서는 의약품 성분인 ‘서양칠엽수(Horse Chestnut, 6건)’, ‘시트룰린(L-Citrulline, 2건)’, ‘무이라푸아마(Muira Puama, 1건)’과 식품에 사용할 수 없는 ‘흰버드나무(White Willow, 1건)’, 그 외 ‘우피유래성분(Gelatin, 2건)’이 확인됐다.

‘서양칠엽수’의 추출물은 혈관 강화 등에 사용되는 의약품 성분으로 현기증, 위장장애, 두통, 가려움증 등의 부작용을 일으킬 수 있으며, ‘흰버드나무’는 위장 출혈, 신장 장애, 아스피린에 알레르기 있는 사람에게 아나필락시스 등 유발할 수 있어 주의해야 한다.

당뇨병 치료·완화 효과 표방 제품에서는 식품에 사용할 수 없는 ‘당살초(Gymnema, 9건)’, ‘천심련(Andrographis, 1건)’과 의약품 성분인 ‘몰약(Guggul, 5건)’, 그 외 ‘우피유래성분(Gelatin, 1건)’이 확인됐다.

‘당살초’는 약물 유발성 간염을 유발할 수 있고, 인슐린과 함께 사용하면 혈당이 너무 낮아지는 원인이 될 수 있다. ‘몰약’은 피로‧무기력이 지속되는 기능 무력증의 보조치료 등에 사용되는 의약품 성분으로 위장 장애, 메스꺼움, 구토, 설사, 발진, 가려움증 등 부작용을 일으킬 수 있다.

식약처는 위해성분이 확인된 제품에 대해 관세청에 통관보류를, 방송통신심의위원회에 온라인 판매사이트 접속차단을 요청하는 등 관계기관과 협업하여 국내로 반입·판매되지 않도록 조치했다.

아울러, 소비자가 해당 제품들을 직접 확인할 수 있도록 해외직구식품에 대한 정보를 제공하는 ‘해외직구식품 올바로’에 제품명, 제조사, 위해성분, 제품사진 등 정보를 게재했다.
